- Deployment frequency is independently high across services. If service A ships ten times per day and service B ships once per month, independent pipelines are economically justified.

When to stay with (or return to) a monolith or modular monolith
Consider consolidation when:
- Independent deployment is not being exercised. If all services are deployed together, you are paying the microservices tax without receiving the benefit.
- Service boundaries do not match team boundaries. Cross-service features require synchronized releases from multiple teams, negating team autonomy.
- Configuration surface has grown unmanaged. Per-service config files with undocumented flags, inconsistent environment variable conventions, and divergent infra tooling are signs that the configuration overhead has exceeded the team's ability to govern it.
